Summary: ABSTRACT The aim of this research is to assess the level of knowledge, understanding, and application of employees in Tagbilaran City Hall regarding their Code of Conduct and Ethical Standards. This study utilized a descriptive survey method type of research design. There were four parts of the questionnaire distributed to the respondents . The researchers used total population sampling, and there were thirty-seven respondents from the accounting, treasury, and budget departments of Tagbilaran City Hall. The researchers utilized the weighted mean to measure the central tendency for the statistical treatment. The results depict that the respondents have a very good knowledge of their Code of Conduct and Ethical Standards, regardless of their age and length of service. However, as much as they are knowledgeable, they have different understanding of the code. With regards to the application of the Code, some individuals remain unaware primarily because they have not received handouts or attended seminars in relation to the Code. It is suggested that the management should provide protection for whistleblowers so the employees can have full confidence in addressing ethical misconduct. Moreover, the management should develop a reward system to boost the morale of the employees, and they should require all employees to attend ethical training programs, regardless of the length of service, and sign acknowledgement receipts after having received and read the Code.
