Summary: Curriculum development ought to be a participatory process that ultimately helps to guide educators as they important knowledge and skills to learners. The theoretical point of view is that the active participation of the subjects of a curriculum is desirable, if not essential. Nevertheless, the practical reality is that curriculum development remains the exclusive domain of experts that have distinguished themselves in the theory or practice of pedagogy. In many cases, the subjects of curricula have accepted the status quo as being the norm because of the general perception of the system as being one that works. The difference is those developing countries with a colonial history who are increasingly questioning the relevance of a curriculum that they inherited from the colonial masters. Besides, it seems that these inherited curricula do little to address the needs and preferences of the local populace.
