Abstract
This study aimed to determine the extent of implementation of the anti-drunk and drugged act of 2013 and discover the challenges encountered by law enforcement officers in implementing the law in Tagbilaran City. In addition, it also intended to give recommendations to the city government of Tagbilaran the measures needed for the efficient and full implementation of the law. The study made use of thirty officers from motor vehicle drivers' associations and thirty law enforcement officers, ten of whom are from the PNP, ten from the LTO, and ten from CITTRA. It revealed that both groups of respondents have similar perceptions stating that the extent of implementation is Moderately Implemented, wherein the law enforcement officers rated 3.33 (moderately implemented) while the officers of the motor vehicles' average rating is 3.34 (moderately implemented). Thus, there is no significant difference of the extent of the implementation as perceived by both groups making the null hypothesis as true. With that being said, there is a reasonable and justifiable conclusion that Law enforcement in Tagbilaran City still needs to improve the performance of their functions to achieve high rating in the implementation of the Law, specifically, the Anti-Drunk and Drugged Act of 2013. But on the other hand, cooperation and obedience of the law from the motor vehicle drivers are still required. in view of the moderate level of implementation, the respondent identified challenges and topping the list is malfunctioning of alcohol breath analyzer and at times there is lacking in law enforcement personnel to fully implement the Law. With this, it is recommended for the City to provide sufficient supply of acohol breath analyzer and to conduct strategic chech point or choke point in vital areas in the city.
