Law reform activities have grown in various ways and have achieved varying successes.
The requirements for legal reform are getting more challenging. Public expectations have grown, and pressure has increased. Law commissioners and law reform agency staff often act quickly. In addition, the number of legal reform agencies is increasing and continuing to grow. Newly established agencies are often located in small states and are smaller in scale. So far, there is no overall guidance on conducting legal reforms in most countries.
